Located in Western New York State, and bordering the north eastern boundary of the City of Buffalo, Amherst is a suburban community of approximately 110,000 residents, with 47,000 housing units (70% of which are single family homes). The 54 square mile Township includes the smaller communities of Eggertsville, Snyder, Williamsville, Getzville, and Swormville. 2000 land use estimates indicate that the town contains a diverse landscape of approximately 64% developed, 21% meadow and brushland, 13% wooded, 1% active agriculture lands, and 1% open water (ponds, lakes, and streams). Future resident populations are projected to be 120,000 people by the year 2020. Approximately 45% of the developed landscape is residential development and the rest is community/educational facilities, office,/commercial, suburban agriculture and light industrial. The Town of Amherst Planning, Police and Computer Services Departments have compiled historic Deer Vehicle Accident (DVA) data dating back to January 1991. Primary data includes DVA's reported to the Amherst Police Department and actual dead deer carcasses removed from the roadside by an independent contractor. As part of a monitoring process, the Town of Amherst utilizes it's Geographic Information System (GIS) to map all data associated with each reported deer vehicle accident and carcass pick-up. During the period of time from January 1, 1991 thru December 31, 2000, 3,300 reported DVA's and 3,320 carcass locations have been accurately mapped. By mapping and monitoring regular trends, initial assessments have been made for the most likely time of year, time of day, and locations for having a Deer Vehicle Accident. Currently, Amherst has secured the professional assistance of Whitewater Associates in Amasa, Michigan to analyze this data and develop documentation which will dually satisfy the Town of Amherst's need for managing future deer vehicle accidents as well as provide SEQR (State Environmental Quality Review) compliance for actions taken by the Amherst Town Board to enact a "Deer Vehicle Accident Management Plan."
