
The Amherst Bicentennial Comprehensive Plan was adopted by the Town Board on January 2, 2007 and amended on March 2, 2009. It is intended to guide future growth and redevelopment in the town. The Plan was prepared through a planning process consisting of extensive public participation and consideration of qualitative and quantitative data. These data and analyses are contained in the Inventory and Analysis Report prepared during plan development.

Plan Amendments
The following describes the process by which Plan Amendments adopted by the Town Board will be incorporated into the Amherst Bicentennial Comprehensive Plan document. This process will be an integral part of the Annual Review as required by Section 11.6 of the Plan. The review will result in modification to the Plan’s text and graphics that, at a minimum, incorporate adopted modifications.
No changes to the Plan document will be made at the time the Town Board approves Plan Amendments. Adopted amendments, including the adopting resolution and other descriptive information will be posted to this website (please see links below) and copies placed in the Planning Department, Town Clerk’s office, libraries and all other places where the Plan is made available to the public. They also will be maintained in a dedicated file for use during the Plan’s required Annual Review which will result in the production of an amended Plan document.
The Annual Review process will be composed of three essential elements:
1. an analysis of documented changes in the regional context, land use and development, natural and cultural resources, demographics, economic conditions, transportation, infrastructure, housing and neighborhoods, and community facilities of the Town;
2. an analysis of development review applications; and
3. integration of adopted Plan Amendments into the Plan document.
The baseline for assessing physical, social and economic changes will be the Inventory and Analysis Report dated May 24, 2001 produced as a base document for the adopted Plan. Each update of this report will then form the baseline for subsequent Annual Reviews.
