It provides an overview of generally accepted governmental accounting and financial reporting principles, and OSC's interpretations of such principles, where the Governmental Accounting Standards Board's ("GASB") pronouncements are silent or do not address problems common among jurisdictions within New York State.
The basic responsibility for oversight of local governments by the State Comptroller is contained in the State Constitution and Article 3 of the New York State General Municipal Law ("GML").
Chart of Accounts Query from the Office of the State Comptroller - This webpage from the New York State Office of the State Comptroller ("OSC") presents the account codes that are (were) valid for the Annual Financial Report, previously the Annual Update Document, by reporting year.
It provides the account's description, a definition of the account, the fund the account is found in, the schedule the account is found in, and the class. To see the chart applicable to the Town, select "Town" for class and select all for the following: the Year in question, Schedule, and Funds.
